The rate of myopia among children and adolescents in China has remained high and the number of myopias is rising. It has become a big issue that affects the future of the country and the nation. Prevention and control of myopia requires the government, schools, medical and health institutions, families, students and other aspects to work together, and the whole society needs to act to protect the children's eyes. According to the deployment of the party central committee and the state council, the following implementation plans are proposed for comprehensive prevention and control of myopia in children and adolescents.

Firstly, The goal

(2) Schools

Reduce the student's academic burden. Strictly implement the national curriculum plan and curriculum standards, strictly follow the "zero starting point" normal teaching, pay attention to improve the efficiency of classroom teaching, and not increase or decrease the class time, change the difficulty, and adjust the progress. From 2019, the annual coverage of eye care and visual inspection for children aged 0-6 years should be 90% and above. On the basis of the inspection, the existing resources are used to establish and update the electronic archives of vision health of children and adolescents in time, and transfer with the children and adolescents in real time. With the cooperation of the school, the visual screening of primary and secondary school students should be carried out carefully, and the visual health electronic files should be updated in time after screening the abnormal vision or suspected eye disease.

Standard diagnosis and treatment. Comprehensive hospitals at or above the county level generally carry out ophthalmic medical services, earnestly implement "the guidelines for the prevention and treatment of myopia " and other medical standards, and constantly improve the ability of eye health services. According to the visual symptoms of children and adolescents, carry out scientific light inspection and relevant inspection, make clear diagnosis, and carry out standard correction in accordance with the diagnostic and treatment specifications. Children and adolescents with myopia should follow the doctor's instructions for follow-up treatment, so as to timely adjust the adoption of appropriate preventive and therapeutic measures. For children and adolescents with high myopia or pathological myopia, the harm of the disease should be fully informed and the prevention measures should be taken to avoid the occurrence of complications or reduce the harm of complications. To develop follow-up interventions, check and correct the condition into children and adolescents vision health electronic files in time. (4) Students

Strengthen health awareness. Pay close attention to the visual condition of oneself actively. When self-feel eyesight changes significantly, inform parents and teachers in time , and go to the eye care institution for examination and treatment as soon as possible.

Develop healthy habits. Conscientiously comply with the school myopia prevention and control requirements, do eye health exercises, maintain correct reading and writing posture, actively participate in physical exercise and outdoor activities, participate in moderate intensity sports activities more than 3 times a week, cultivate a good lifestyle, do not stay up late, eat less sugar, do not picky eat, and reduce the use of electronic products.

 (5) Relevant departments

Ministry of Education. Accelerate the revision of "the Regulations on School Health Work". Establish a National Health Education Steering Committee for Primary and Secondary Schools and Colleges and Universities, and guide local education administrations and schools to scientifically carry out school health and health education for children and adolescents in myopia prevention and control and vision health management, and carry out pilot work on prevention and control of children and adolescents in myopia, and strengthen demonstration and guidance. Further improve the school sports development system and system, constantly improve the school sports facilities, accelerate the construction of the physical education faculty, focus on "teaching" (church health knowledge and motor skills) "practice" (recurring after-school training and regular sports) "race" “(Extensively carry out class, grade and cross-school sports competitions), deepen the reform of physical education in schools, and actively promote the construction of campus sports. National Health Commission. General Administration of Sports. Thirdly. strengthen the assessment

The people's governments of all provinces (autonomous regions and municipalities) are responsible for the implementation of prevention and control measures of children and adolescents' myopia in the region. The main leaders must personally take responsibility and take overall responsibility. The State Council and the provincial people's governments sign a statement of responsibility for comprehensively strengthening the prevention and control of children and adolescents' myopia. Local people's governments at various levels shall sign a statement of responsibility at each level.

The children's and adolescents' myopia prevention and control work, overall myopia rate and physical health status are included in the government performance appraisal indicators. Local people's governments at all levels are strictly prohibited from assessing education administrative departments and schools solely on the basis of students' examination results and school enrollment rates. Visual health shall be included in the quality education, physical and mental health of children and adolescents and the burden of school work shall be included in the state compulsory education quality monitoring and evaluation system, and local governments and schools shall be held accountable according to law for the continuous decline of children and adolescents' physical health levels for three years. 

Establish a national assessment system for children's and adolescents' prevention and control of myopia, and the assessment methods shall be formulated by the Ministry of Education, National Health Commission, and the General Administration of Sports. Based on the National Health and Health Commission and the Ministry of Education to verify the myopia rate of children and adolescents in 2018, from 2019, the evaluation of the prevention and control of myopia for children and adolescents of the people's governments of various provinces (autonomous regions and municipalities) will be carried out every year, and the results will be announced to the public.
